RS passes ST/ST(PoA) amendment bill & National Sports University Bill



Days after Lok Sabha passed The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill, Rajya Sabha passed it by voice vote on Thursday. The upper house also passed the National Sports University Bill that seeks to set up the first-of-its-kind specialized university in Manipur.
The house also passed Homoeopathy Central Council (Amendment) Bill on Thursday.
Parliament has passed a bill to overturn a Supreme Court order concerning certain safeguards against arrest under the Scheduled Caste and Scheduled Tribe law.
The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Amendment Bill was passed by the Rajya Sabha by a voice vote.
Lok Sabha has already passed the bill on August 6. Replying to a debate on the bill in the House, Social Justice and Empowerment Minister Thawar Chand Gehlot assured of the government's commitment towards the interests of backward classes adding that it is committed towards safeguarding their interest.
The bill rules out any provision for anticipatory bail for a person accused of atrocities against SC/STs, notwithstanding any court order.
It provides that no preliminary inquiry will be required for registering a criminal case and an arrest under this law would not be subject to any approval.
The Supreme Court had on March 20, 2018, introduced protective provisions in the SC/ST (PoA) Act, 1989, to permit anticipatory bail despite a section of the Act denying it and laying down a preliminary enquiry by police before any action is taken.
The Dalit organizations protested the order and subsequently centre brought in amendments in the act to restore the original provisions.
The upper house also passed the National Sports University Bill 2018 amid sloganeering and shouting by the opposition members.
Union Minister Rajyavardhan Singh Rathore spoke about on various initiatives by the government to boost sports at ground level and listed the main features of the University.

A sportsperson will be the university vice chancellor, while its academic council will also comprise sports persons.

-The a specialised university in Manipur would be the first of its kind in India.
-It will promote sports education in the areas of sports sciences, sports technology, sports management and sports coaching
-It will also function as the national training centre for select sports disciplines by adopting best international practices
- the university will also establish 'Outlying Campuses' throughout the country and outside India.
The house also passed Homoeopathy Central Council (Amendment) Bill amid uproar and sloganeering by the member.
Speaker Venkaiah Naidu continued to appeal to the House to maintain peace(updated on August 9th, 2018)
